Conservative Central Office is rumoured to be apoplectic at the “Borstal” label applied to its new idea for schools for children who are badly behaved – once known as Borstals.
Tory Spin Doctor Richard “shackle’em” Shackleton is saying it is a ’slur’ on pupils and teachers in their Turnaround Schools to call them Borstals but media lawyers have reassured editors that this would only be libel if the Tories were in power – so not for a while then.

The amazing thing is that they bring this up on a day when the news agenda has Blunkett in the “nannygate” firing line. Were they trying to squeeze Blunkett off the news agenda or eke out a policy announcement with as little fanfare as possible?
