International Development Secretary Hilary Benn was said to have been very unhappy with the appointment of US hawk Paul Wolfowitz to head the World Bank. But this was nothing compared to the apoplexy he experienced after receiving a memo saying that the Donald Rumsfeld was taking over the running of the Red Cross. Sources say that Benn “Hit the roof” and was busy firing off irate missives when his staff sheepishly admitted that the whole thing was an April Fool’s joke.
