Recess Monkey is alway cautious when making reference to Norah the Mad Flower Lady - she who runs the flower shop near to the Churchill Dining Room in the Palace of Westminster. The reason is primarily because I am somewhat uncomfortable with the politically incorrect nomenclature yet cannot think of a more accurate description for her.
Anyway, it seems that the Police are investigating a spate of thefts of flowers from Norah and are taking the allegations so seriously that yesterday, they arrested two suspects for the theft of one single lily. After extensive questioning, the Police released the suspects without charge - yet they are believed to have set up a forensic task force to track down the culprits and bring them to justice.

Surely you could go with; “Norah the Mentally Challenged Flower Sales Operative”, that ought to be politically correct and descriptive enough for you.
