Maybe its congratulations on being officially named the world’s biggest c*nt.
Maybe it’s congratulations on dragging himself up from the grotty council estate that he didn’t come from.
Surely this isn’t a reference to his relationship with a certain someone, which is not only the worst kept secret in Westminster but also the worst kept secret amongst anyone involved in politics?
